Police Guide
[TC] CityDriving Police Guide
Copping is an important part of our server.

This guide will help you on the theory side of things.
Police Training will help you with the physical / practical side of things (maneuvers).

Requirements
Driven distance of 2500 KM on our servers.
You can check your total driven distance by either using our Driver Lookup Tool on our website or by typing !stats distance whilst on our server.

Valid cop license.
This can be acquired by passing a test. A test costs 2,500€. The license is valid for 365 days.

Cop skin.
The skin you use must comply with our Cop Skin Rules. You can download official skins from the Downloads page on our website. All skins in the official pack meet the Cop Skin Rules. You can also use skins which aren't in the official pack - check our forum for more information. If you are unsure about your skin, please post in the Skin Approval Forum.

Strobe.
We highly recommend TCLights made by Elmo (Degats). Download this from the Downloads page on our website.

Cop tag.
You must wear a cop tag to identify yourself. This also means that InSim recognises you as a cop.
[COP] tags within your game name should be UPPER CASE (as it looks more presentable, however this is not a necessity) and must consist of one single colour which is NOT black. Correct example: [COP] Nickname. Incorrect example: [CoP] Nickname
[TC] Members may use a black [VCU] tag to hide their cop identity to be 'undercover'.

Rules
Familiarise yourself with our Server Rules. Take extra care when reviewing the cop rules. We have set a high standard for all cops to meet.

All cops must have good car control. Practice makes perfect - you should spend time perfecting your skills before becoming a cop. As already mentioned, Police Training will help the practical side of things, but you still need to have decent car control to begin with.

Inappropriate conduct as a cop, both on the theory and practical side of things, can result in action being taken against you.

InSim Commands
Below is a list of the most important commands which are available to cops. We suggest you save these as hotkeys binded within LFS or LFS Scripts, please see the LFS Manual to learn more about scripts. However, you may simply type these in the LFS Chat (T).

!laser Measures the speed of the driver who appears in the LEAS bar within the HUD
!showlaser Presents your laser reading to the driver (it shows publicly). !laser must be used beforehand to issue fine
!chase Starts with the driver who appears in the LEAS bar within the HUD
!stop Shows a message to the driver being chased, STOP > > > >
!backup Requests backup from other cops (maximum 4 cops per chase)
!move Shows a message to the driver directly in front of you to make way, MOVE > > > >
!follow Toggles a large display to the driver behind to follow you
!siren Visual siren. Automatically enabled when you start or join a chase. If you turn it off, you MUST remember to turn it back on.
!caution Toggles a display above your car to notify drivers to be cautious of your movements
!hazard Toggles a display on screen to warn drivers directly behind your car of a dangerous situation
!alloff Turns off all visual displays to other drivers
!speedtrap Activates a speedtrap, setting a wanted level for speeders
!join Allows you to join another chase when backup is requested from other units
!lost Leaves the chase you are currently in
!cop <text> Allows you to communicate with other cops in the server
!x <text> Allows you to communicate with other cops in your current chase
!roadblock[+/-] Sets up/removes a roadblock consisting of tyre stands in the road
!respond Allows you to respond to an incoming SOS call
!leave Complete and leave the current SOS that you responded to

View our InSim commands on the Command Reference page.

Patrolling & Duties
As a cop, your primary duty is to enforce the law. In turn, this means that you must follow all the road laws and set an example to other drivers.

You may enforce the law through various methods:
Driving around (patrolling), and chasing offenders;
Parking in a safe spot and chasing offenders;
Parking in a safe spot and speedtrapping (refer to the speedtrapping section of this guide);
Joining existing chases.

You can also join in on SOS calls. Information relating to this can be seen in the server rules.

You must always ensure that you make good use of your commands, e.g. the !caution and !hazard signs to warn other drivers of obstructions and dangers on the road ahead of them. Generally behave safely!

Speedtraps
The speedtrap can encourage drivers to slow down. When you deploy your speedtrap using the !speedtrap command, your car will automatically set up the speedtrap within a certain radius of your car, clocking and issuing a wanted level to speeders (>10% of limit) who pass your car.

As soon as you move your car, the speedtrap will disable. You can set up your speedtrap elsewhere as long as it has enough charge.

Recharging: For information on the recharging process, please view the Battery Power page.

LEAS (Law Enforcement Assist System)
The LEAS is a HUD (see section 7) which will help you as a cop. It is shown on the top right of your screen. The main uses of this tool is to track drivers in front of you and to provide instant updates about chases you are in.

The LEAS will show a few different messages, all of which are self-explanatory.

The following means you are in a chase with somebody:

CHASE: Generic Driver [1 cop(s)]

When following a suspect with wanted level you will be shown the following display:

TRACKING: Generic Driver - ★★ WANTED! ★★

The following is shown when someone has called backup. The location is the location of the suspect. The 'seconds' is how long left to respond to the call. The backup request will show on the LEAS for a maximum of 30 seconds per backup call:

Backup: [TC]▶Member◀[COP] [Simon's Way] [29 Secs]

The following is shown when you are not tracking anybody:

STANDBY: Law Enforcement Assist System v1.0

As below, you are a cop and you are currently driving along Main Street North which is a 75mph zone. The driver in front of you is currently driving at 70mph which is within the speed limit, therefore a green dot is shown next to the driver's name.

TRACKING: Generic Driver 113kmh/70mph
Main Street North 75mph - 120kph

As below, the driver has now increased their speed to 4mph over the speed limit. You will notice that the dot has now turned yellow, which means the driver can now be pulled over and warned for the offense. However the driver may not be issued a fine as they are within the 10% boundary:

TRACKING: Generic Driver 128kmh/79mph
Main Street North 75mph - 120kph

As below, the driver has exceeded the leeway and is now exceeding the speed limit by over 10%, the dot has turned red which will allow you to pull them over and issue a warning or a fine for speeding. The speeding fine is calculated by the InSim and is based on the speedlimit and their speed:

TRACKING: Generic Driver 133kmh/82mph
Main Street North 75mph - 120kph

When following the driver whilst the tracker has them in view, ensure you !laser the driver to record and save the speeding offense, so that they can be fined. You can show the saved laser reading to the driver, using the !showlaser command.

If someone disappears out of your tracker and is speeding up, you are allowed to speed momentarily to try and get back within laser range. Use your discretion with this but generally, if you are unable to catch up and get into laser range within a few seconds, return to the speed limit and let them go this time.

You order the driver to stop by using the !chase command after saving the !laser reading of 82mph.

If your suspect stops in a dangerous place and there's somewhere safer to park up, tell them to move. You can also tell them to follow you via the !follow command. When stopped, other cars in the nearby area will see a "Traffic Stop" sign. When the traffic stop/chase is moving, it will show as "SIREN". You must still use !caution or !hazard if necessary.

The driver is stopped. LEAS presents you with a screen like this:

Stopped: Generic Driver
Cancel Chase (!lost)

You can fine them or give a warning. Most people appreciate it if you talk to them before issuing the actual fine. If you choose warning, please click "Cancel Chase" or type !lost. To fine the driver, press "Click here to open ticket". You will then be presented with the following screen:

In this case, the appropriate fine is 'Speeding'. In other cases you would pick most appropriate fine based on the Fine List. The suspect can either pay the fine or run. If they run, it's your job to catch them.

Fining drivers for illegal parking: If you are in the process of fining a driver for illegal parking and the LEAS - Tracker is showing you a yellow [P] behind their name, then this driver has already been fined for illegal parking and you cannot fine this driver again.

Chases
BLUES & TWOS:

When in a chase, you must make this clear to others.

You must either use a strobe tool (i.e. TCLights) OR simply put your lights on (key "3") and your hazards (key "9"). Although you do not need a strobe program, it is more convenient to use one.

You must also use audible sirens. When no traffic is in view for a long period of time you may turn off the audible siren, however we do suggest you use a siren at all times in case traffic appears that you weren't expecting.

You should use SirenSlow, SirenFast, HORN 4 and HORN 5 which are reserved for emergency vehicles only.

SirenSlow is generally used as a 'wail' siren. This is very effective from long distance as the sound is 'thrown' ahead;
SirenFast is a 'yelp' siren. This is more suitable for enclosed spaces with heavy traffic;
HORN 4 is a 'bullhorn';
HORN 5 is a 'piercer'.

TCLights (mentioned above) helps you use these different kinds of sirens, as well as the strobe.

When in a chase, your InSim visual siren (not to be confused with strobe) should also be on. It will be automatically turned on when you chase someone or join an existing chase.

CHASE ETIQUETTE/RULES:

Once you are in a chase (as the chase starter or backup), you are given permission to break the road laws to ensure you keep up with your suspect. Any laws you break must be done safely and with genuine purpose. Stuff like wrong-siding should be kept to an absolute minimum.

Whilst in a chase, the closest cop to the suspect is commonly known as "Cop 1". Cop 1 is the cop which should inform the other units in the chase about the movements of the driver. Using the !x <chat> is a valuable tool to inform only the cops in the chase where the suspect is going. Cop 1 is generally the only cop who may come into contact with the suspect. You may only overtake another cop within the chase under safe conditions, emergency situations and/or when instructed by the cop you wish to overtake. Cop 2 is the cop behind cop 1, and so on. The number can change at any time, depending on the cop's position relative to the suspect. Whilst the numbers are barely referred to nowadays, you must still only pass other cops in the conditions previously stated.

Other units inside or outside of the chase may set up roadblocks upon request of the cops within the chase. E.g., a cop can request a roadblock by messaging the cop chat: !c Requesting roadblock at Highway 1. Responding to a roadblock request does not allow you to break road laws, unless you are already involved in the chase and setting up a roadblock en route to the chase. You can however at the scene of the roadblock turn on your visual siren/visual cautions. It is common practice to inform other cops in the chase that you have set up a roadblock, giving details of the location and what side of the road it is situated. You may block two sides with two cops. Most importantly of all, roadblocks do not move until the suspect has passed, and if any cops are near, until they have passed too. This can also be seen in the server rules.

Usually it is common courtesy to allow the longest-standing cop to call for backup. However, other cops can call backup if they feel it is genuinely required.

The maximum amount of cops allowed in a chase is 4. If a cop drops out then more can join but it is impossible to exceed 4 cops at one time. Once a cop loses contact, a public message will state this. The cop cannot rejoin this chase (they are still allowed to contribute roadblocks if asked). Remaining cops in the chase will continue until the suspect escapes or gets busted.

A CHASE YOU STARTED:

After the suspect has driven for around 45 seconds, the InSim will confirm that the suspect has failed to stop. When the InSim states that your suspect has failed to stop, you are permitted to use reasonable force in order to stop them. It is recommended that you call backup (it is impossible to call backup before the suspect has failed to stop) if needed because these additional cops can help you block the suspect in.

To call for backup, you must type !backup. This will show a clear message to the whole server and the LEAS will update.

A CHASE YOU JOIN:

Several things will happen for you when you !join the chase. There will be a public message saying you have joined on the suspect. The first LEAS state is the "JOIN" state. If the suspect has been busted before you catch up to the chase you will lose the chase and no XP will be gained.

When you "catch up to the chase", the InSim will put a public message into the chat saying this. Your LEAS will now say "CHASE" as opposed to "JOIN". The chase state is the state you would get if you typed !chase on someone. To catch up to the chase, you have to be driving very close it for a good few seconds. You are now part of the chase and can lose contact to the suspect if get too far away. If you start to lose contact, your HUD will show a series of green large blobs - the fewer blobs, the closer you are to losing contact.

You will continue receiving location updates on the suspect (on the LEAS) provided you are not the closest cop to the suspect.

FORCE:

The PIT (Precision Immobilisation Technique): This is an effective maneuver which aims to spin the suspect around. If you have backup, they can help you block the suspect in. PITs must not endanger any civilians. PITs into solid objects (barriers, ARMCO, …) are permissible but not recommended as it can endanger yourself and others, and is seen as a dirty tactic. It is also easy to get carried away by turning it into something borderline or against the rules. Please see the rules for further information.

To perform a PIT maneuver, line up with the rear tyre arch of your suspect's car, and swipe into it, causing the suspect to spin. Be careful at this point because you are steering towards the suspect and thus not in the direction of the road. Once your suspect is recovering from the PIT, you can move in with other cops in the chase and quickly box the suspect before they can drive away. It may take a few attempts. A good video demonstrating the PIT maneuver (YouTube).

Other uses of force: You are also allowed to perform nudges and blocks against the suspect. Blocks include the J-Turn block and U-Turn block. All of this is taught in Police Training, which is mentioned at the beginning of this guide.

BUSTED:

The InSim will state the suspect is busted - this is when they are stopped/moving very slowly for 5 seconds. Please ensure that !caution and !hazard visuals are used if needed. The cop who was in the chase the longest can choose if the suspect is fined the minimum, the recommended or the maximum. They must have 'failed to stop' to be busted.

The driver who was busted is now free to move on.

Equipment
COPs have control of on-demand traffic lights. Please see information about the on-demand lights here.

Ranks
The cop rank feature was officially introduced on the 18th of September 2017.

Every cop is assigned a rank. Ranks are based on Cop XPs (XP is gained by participating in chases). Each rank has an insignia. There are 12 different ranks, and 55 levels in total (each rank has a certain amount of levels). When you reach certain XP milestones, your promotion will be broadcast in main chat.

You can track your rank and progress by looking at your profile on [TC] World.
